Penny’s career began as an investment analyst before becoming a Portfolio Manager for Kleinwort Benson International Investment. This was followed by a similar role in Japanese equities at Robert Fleming & Co. in London. In 1990, Penny became Investment Director for Asian Equities and Precious Metals for Indosuez Asia Investment Services before taking a break to raise her family in 1994. In 2003 Penny returned to work as a teacher of Business English at the Regent School, Oxford, and in 2006 founded the Oxford School of Business and English of which she is the Management Director.
Penny is a Director at the Story Museum Trading Company, as well as a trustee of the Severn Rivers Trust. She is fluent in French and can speak Italian, German and Japanese. She is an avid walker and also enjoys travelling.
Penny joined the Council in December 2018.
